Flanigan Law

Timothy H. Flanigan was admitted to the practice of law in 1974. Prior to establishing the firm with his brother, Terry, in 1991, he was a government law partner in the Sacramento office of the law firm of Nielsen, Merksamer. He has received an “AV- Preeminent” rating from Martindale-Hubbell, which is the highest peer review rating granted by the well-respected national legal directory and rating service.

Michael R. Flanigan joined the firm in April of 1995 as a legislative advocate, having worked in this capacity for most of his professional career. From 1986 to 1995, he was the director, government regulations, for the California Society of Certified Public Accountants, representing the Society before the California Legislature and various state agencies, including the State Board of Accountancy, the Franchise Tax Board, the State and Consumer Services Agency.

Katherine Brandenburg is a legislative advocate in California and has been with The Flanigan Law Firm since its inception in 1991. She specializes in energy, transportation, and environmental issues in both the legislative and the executive branches of state government. She is also a member of the Board of Directors of the California Taxpayers Association. 

Ryan E. Flanigan is a registered lobbyist who works extensively in the legislative and executive branches of California state government. He is the lead advocate on several ongoing public policy issues, including oil and natural gas, insurance, state water resource development, transportation infrastructure, and private sector education.
